Here’s what you need to know: Cephas was No. 3 in the athleteThe best transfer portal available. The former three-star recruit entered the transfer portal in December 2022. Cephas has made 130 catches for 1,984 yards and nine touchdowns over the past two seasons. Prior to the transfer announcement, Penn State fired wide receivers coach Taylor Stubblefield.
